Uzbekistan

Uzbekistan did not cast a vote on the adoption of the Treaty on the Prohibition of Nuclear Weapons (TPNW) at the UN Diplomatic Conference in 2017 but has voted in favour of the annual UN General Assembly resolutions on the TPNW since 2019, including in 2024. Uzbekistan maintains policies and practices that are compatible with all of the prohibitions in Article 1 of the TPNW, and can therefore sign and ratify or accede to the Treaty without the need for a change in conduct.

Latest developments

At a conference of the International Atomic Energy Agency (IAEA) in September 2024, Uzbekistan said that it ‘actively participates in international efforts on nuclear disarmament and non-proliferation of nuclear weapons’.1

At the the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) Preparatory Committee session in July 2024, the five states parties to the Central Asian Nuclear-Weapon-Free Zone (NWFZ) treaty – Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan – noted that they ‘have committed themselves voluntarily and unequivocally to ban the production, acquisition and deployment of nuclear weapons and their components or other nuclear explosive devices on their territories’.2

In August 2023, Uzbekistan attended a meeting in Kazakhstan hosted by the Kazakh foreign ministry to promote adherence to the TPNW and consideration of the humanitarian consequences of nuclear weapons. Kazakhstan emphasised the compatibility of the TPNW with the Central Asian NWFZ treaty, to which Uzbekistan is a state party.3
